To craft the Shears you first need its blueprint: research a found copy at a Research Table. It cannot be unlocked through the tech tree.

Worn Shears can be restored at a Repair Bench. A full repair costs a fraction of the original materials, and you must already own the blueprint. Each repair also shaves a little off the item's maximum condition.

Per hit is how much of the node one swing takes; wasted is the share destroyed rather than collected, which is why two tools at the same damage do not yield the same. Wear is the condition the tool loses per hit.
