Rust has no character creator. Your face, skin, hair and beard are computed from your Steam ID, so your character is the same on every server, survives every wipe, and cannot be changed.
The whole cast
Two genders, three body types each, and a handful of faces inside every one of them. Your Steam ID picks a body type, then a face inside it, and that pair is the character you get on every server.

Margaret Every portrait is a real account that drew that face, rendered the same way the lookup renders yours. The hair, the beard and the colour are that one account’s own draw and not the face’s, which is why the same face turns up bald on the next player.

Hair and beard both include a “none”, so bald and clean-shaven are draws like any other.
The method
Rust adds a fixed number to your 64-bit Steam ID and seeds Unity’s random generator with the sum. Each part of your look has its own fixed number.
From that seed the game takes a single value between 0 and 1. Gender, body type, face, hair and dye each get their own seed and their own draw.
The value is multiplied by the length of the game’s own asset list and rounded down. Same account, same list, same face, on every server, forever.
